Who We Are

The Institute for Comparative African Policy Analysis (ICAPA) is an independent, not-for-profit, nonpartisan public policy think tank headquartered in Accra. It is dedicated to conducting cutting-edge cross-national comparative empirical research, public policy analysis, and fostering dialogue on comparative policies across African countries.

Our mission is to enhance African development policies by offering policy recommendations through cross-national comparative empirical research, public policy analysis, and policy dialogue across African countries.

Comparative policy analysis (Cross-African comparison)

Our first service aims to provide comparative policy analysis across African countries. We undertake research and analysis on the policies of African nations, using examples of both successful and unsuccessful cases to inform policy advice and discussions. By so doing, ICAPA brings an innovative approach to shaping the development and public policy agenda in African countries. Through our research and engagement, we aim to provide up-to-date insights on public policy trends in African countries to stakeholders of African development policy, fostering proactive policy debates and influencing positive change in Africa.

Comparative policy dialogue program

Our second service is the African comparative policy dialogue program (platform). It aims to regularly convene stakeholders and policy makers in Africa to discuss research findings and policy implications, fostering mutual learning to enhance African development policies.

Comparative Analysis Capacity Trainings

The third service is our comparative analysis capacity building programme. It aims to invest in the next generation of comparativists in Africa by building networks of future leaders well-versed in comparative research and policy analysis. We aim to achieve this through our comparative methods & policy analysis summer school programme, Africa comparative research and policy conferences and seminars. Through our programme, participants will gain the skills and knowledge needed to contribute to important policy discussions and decision-making processes in the region.

African Comparative Policy Index (ACPI)

Our fourth service is the African Comparative Policy Index (ACPI). The index provides a comprehensive and comparative analysis of policy performance across the continent, soring and ranking best policy practices of areas of concern and providing recommendations for improvement. The ACPI is designed to help policymakers, civil society organizations, and other stakeholders identify policy gaps and opportunities for reform, with the ultimate goal of promoting good governance, economic development, and human well-being in Africa.
