About Mr. Muminu Mutaru

Muminu Mutaru is the Former Deputy Chief of Party/ Peacebuilding and Conflict Mitigation Specialist for the USAID/Agricultural Governance, Resilience and Economic Empowerment (AGREE) Activity at CARE Ghana.

Muminu has over 15 years of experience working with national and international organizations in addressing the drivers of conflict and social instability in complex environments, promoting social cohesion in divided communities, promoting good governance and social accountability, and advancing positive youth development.

As the Former DCoP of the USAID/AGREE Activity, Muminu directed the operations of the activity and provided technical and strategic leadership to staff and partners in designing and implementing initiatives to promote peacebuilding/social cohesion and prevent conflicts and violent extremism in Northern Ghana.

Prior to joining the USAID/AGREE Activity, Muminu worked as the Senior Programme Development Officer on the USAID/OTI Littorals Regional Initiative (LRI) program at Creative Associates International where he led the development of the LRI Activity in Ghana from start-up, and provided technical support to partners, developing innovative concepts to implement interventions aimed at preventing violent extremism.

He led and facilitated several visits to LRI project districts by high powered US government and mission officials including congressional delegations, mission directors and US Ambassadors to Ghana. Muminu has also served as a Consultant Thematic Expert for the European External Action Service, where he conducted an assessment to inform the EU’s interventions in Ghana to prevent electoral violence risk in the lead up to the December 2024 presidential and parliamentary elections.

He also served as the Project Manager on the Conflict, Security, and Stability Fund (CSSF) project for the UK Foreign Commonwealth Development Office (FCDO) at STAR Ghana Foundation, overseeing technical project activities, identifying conflict and violent extremism vulnerabilities and developing activities to address them, and building collaborative partnerships with state and non-state actors.

Muminu holds a master’s degree in development and governance from the University of Duisburg-Essen in Germany and a bachelor’s degree in political science from the University of Ghana.
